renewed measure m - programmatic mitigation

Burrowing OwlHistorically mitigation for transportation projects has been piecemeal and on a project-by-project basis. Because of the coalition’s negotiations, the Renewed Measure M (M2) now includes a comprehensive vision of mitigating impacts to landscapes, habitats, ecosystem function, and sustainability – a vision that is no longer piecemealed.

Renewed Measure M pools those project impacts and pools the money to mitigate them so that larger scale mitigation is not only possible, but is also required.

Programmatic mitigation goes above and beyond any particular species. It is about ecosystem sustainability and all the natural resource values in those ecosystems.

A few of the benefits of programmtic mitigation are:

  • Expedited permits from the Resource Agencies
  • Assurances for OCTA that mitigation needs have been met in advance of project completion; and
  • Landscape level mitigation.

Spending M2 dollars on mitigation will be directed by the Resource and Permitting Agencies since they provide permits for impacts to species, habitats, and stream alterations. That means that science will guide how we need to go about protecting natural lands to maintain their ecosystem functionality, but more importantly mitigate the impacts to freeway projects.
